Adjustment of the Vietnam Standard Industrial Classification in accordance with Decision No. 36/2025/QD-TTg

On September 29^th, 2025, the Prime Minister issued Decision No. 36/2025/QD-TTg (“Decision 36”) promulgating the Vietnam Standard Industrial Classification, which officially took effect on November 15^th, 2025. This Decision replaced Decision No. 27/2018/QD-TTg (“Decision 27”) to fully reflect all economic activities within the territory of Vietnam and to harmonize with the international classification system.

Accordingly, the five-level classification structure is unchanged, but the number of industry codes is adjusted to be more comprehensive and in-depth approach, specifically:

- Acknowledge a new level 1 industry group (K - Telecommunications; computer programming, consultancy, computing infrastructure and other information service activities): This new industry group was restructured from several previously fragmented industries and consolidated activities related to telecommunications, programming and information technology infrastructure to reflect the development of the digital economy.

- Acknowledge new industries not fully covered by Decision 27, particularly in the sectors:

· Digital technology and online platform;

· Renewable energy and energy storage technology;

· Circular economy and environmental;

· Creative services and digital content.

- Adjust, merge, split or restructure some of traditional industry groups to align with development trends and international standards.

The adjustment of the standard industrial classification leads to change in the codes, names and content of the business lines which were previously registered by the enterprises. Therefore, enterprises are required to proactively review, cross-reference and update their registered business lines when carrying out procedures related to registration of enterprise and investment to ensure compliance and alignment with the new standard industrial classification, as well as to fulfill their legal documentation.
